At this stage of ICEF project life, there is a felt
need to consolidate the achievements and learnings of
ICEF projects. Typically, ICEF projects are worth over
Rs 1.00 cr. and range between Rs 3-10 crs. The small
grant projects would aim at supplementing the existing
pattern of supporting large multi-pronged projects with
a more flexible, sharper and intensive interventions.
With
15 projects having successfully been completed and 25
projects at various stages of implementation, it is
time to consolidate the experience arising from them
by ensuring wider replication and dialogue / advocacy.
Several success stories in addressing land, water and
energy management issues have emerged from completed
ICEF projects, or those nearing completion. Many of
them are cross-cutting in nature. Dissemination of these
experiences and learning would ensure that the resources
expended on these sub-projects lead to wider knowledge
and better practices. On the other hand, non-action
on these issues would result in these projects remaining
islands of excellence.
Concerted
efforts are required to internalize the gains of these
projects in to practices, procedures and policies of
the government. Policy advocacy would acquire an added
emphasis during the remaining period of ICEF operations.
ICEF
projects have also thrown up critical issues where empirical
evidence is not readily available to assist in informed
decision-making by the government. The window could
support such efforts through critical studies.
