Bhaskar Natarajan is a Fellow
of the Indian Institute of Management, Bangalore (1985)
with specialization in Energy Management (recognized
as equivalent to a Ph.D. by the Association of Indian
Universities). He has B.E (Electrical) degree from
the Victoria Jubilee Technical Institute, University
of Bombay (1976).
Over
fifteen years of experience in energy sector with
research in policy, technical, institutional, financial,
environmental and social issues in the Indian energy
sector. Areas of experience include planning, technical
studies, legislation, energy efficiency, and demand
side management, renewable energy and environment
aspects of energy sector functioning. Has worked previously
on developing and directing the national energy management
policy and programmes as the Director of the Energy
Management Centre. Provided key inputs into the drafting
of the legislation for energy efficiency (now passed
as the Energy Conservation Act 2001). Have undertaken
national capacity building of energy auditors, industry
associations to be in a position to carry out preliminary
and detailed audits, information dissemination of
energy efficiency technologies, and implementing taking
up of pilot programmes for demand side management
in selected utilities. Inter faced with ministries
of coal, petroleum, non-conventional energy, industries,
food processing, textiles, etc. for launching departmental
initiatives for energy efficiency. Special studies
for national level focus on databases for technologies,
and energy efficiency education taken up. Research
projects worked on include studies on end-use energy
efficiency, supply side efficiency improvements (generation,
transmission and distribution), environmental impacts
of various power generation technologies, efficient
electric lighting, time-of-use tariffs, load management
options, tariff studies for electric utilities, regulation
and institutional issues in power sector. Extensive
interaction with central and state level agencies,
and also the international agencies such as the World
Bank, US Agency for International Development, the
Asian Development Bank and the European Commission.
