Biomass Energy for Rural India (BERI)
Terms of Reference for Consultant
Background:
The Ministry of Environment and Forests, Government of India and Department
for Rural Development and Panchayati Raj (RDPR), Government of Karnataka with
UNDP/GEF support are implementing the Biomass Energy for Rural India (BERI)
project. The project aims at developing and implementing a bio-energy
technology package to reduce GHG emissions and to promote a sustainable and
participatory approach in meeting rural energy needs. The local activities
under this project, including demonstration of bio-energy packages, water and
land management, forestry and related activities are being carried out by the
Project Management Unit (PMU) in 5 clusters comprising 24 villages in Tumkur
district in Karnataka. Documentation and dissemination of the findings of this
project, capacity building and replication focused national level activities
are to be carried out in 2007.
Objective: To facilitate the following
national components of the BERI project,

Bio-energy technology package standardization,
-
Capacity and Institution building,
-
Information package generation and dissemination
and
-
Creation of Investment Risk Fund for replication
of BERI project.
Scope of Work: The
Consultant would be required to assist with the following tasks:

Preparation of detailed Terms of Reference for
each of the above 4 components.

Managing the process for identification of
institutions and individuals who can implement the national components, by
inviting interest and proposal.

Prepare criteria for evaluation of proposals.

Evaluation of the responses and finalization of
consultant(s).

Establishing time-lines and indicators for
completion of each activity.

Any other related task.
Outputs: Contracts
issued for the four national component related activities.
Qualifications/Experience: Masters in Energy, Environment or related
areas or any other relevant fields with at least 10 years of proven relevant
experience in carrying out the above tasks. The person should have worked on
projects in the above areas, have ability to engage consultants in
discussions, negotiations, and in arriving at workable time lines and budgets.
Good understanding of rural energy issues.

Remuneration:
To be fixed; will commensurate experience and qualifications
